In May 1929, at the height of Prohibition, the biggest bootleggers in America met in Atlantic City, hosted by the town's political boss, Enoch 'Nucky' Johnson. When a fancy hotel refused to take Al Capone, the meetings moved outdoors: the men held their talks while being pushed along the Boardwalk in wicker rolling chairs, where nobody could listen in. Here the old gang wars started turning into something more organised. Nobody was hurt here. The words are imagined.
